This session presents the outcomes of a multidisciplinary research project exploring lessons learned from a range of high-impact, low-probability (HILP) events. By analysing evidence from multiple case studies, the project identifies common single points of failure that repeatedly undermine resilience, regardless of the specific nature of the event.
Drawing on recommendations developed for both the review of UK resilience policy and ongoing European resilience initiatives, the discussion will consider how policymakers, practitioners, and researchers can move beyond hazard-specific approaches and focus on the critical systemic failures that shape outcomes during extreme events.
